Flood the area

The response will be to flood the area. No real instructions, just flood the area. There have been mass shootings before and the response has always been to flood the area. You won't be able to swing a dead cat without hitting a cop in east Baltimore but all of the police will all be on different agendas. Pump all of the resources and then crime rises in the areas that were monitored and are now neglected. It will be a Comstat blame fest.
